The goal to develop the CCP Complex into a world?class facility for arts and culture is pursuant to the decision of the Board of Trustees and Management to pursue the CCP mandate as stipulated in P.D. 15 (CCP Charter):
- To construct, establish and maintain in a single site, a national theater, a national music hall, an art gallery and other such buildings and facilities as are necessary or desirable for holding of conferences, seminars, concerts and the like;
- To awaken the consciousness of our people to our cultural heritage and to encourage them to assist in its preservation, promotion, enhancement and development;
- To cultivate and enhance public interest in, and appreciation of distinctive Philippine arts in various fields;
- To discover, assist and develop talents connected with Philippine cultural pursuits and create greater opportunities for individual and national self expression in cultural affairs;
- To encourage the organization of cultural groups, associations or societies and the holding or staging of cultural exhibitions, performances and similar activities.
In line with the above, the vision for the CCP Complex development was formulated in consultation with its stakeholders (CCP Board members, CCP officials, artists, cultural workers, members of the media, art patrons and government officials).
“The CCP Complex shall be a center for arts and culture in Asia. Primarily, it shall be the centerpiece of artistic expression of the Filipino soul and spirit, created for the Filipino artist and all sectors of Philippine society. The CCP Complex shall be the major cultural, ecological and tourism landmark of the Philippines. It shall be a home for the Filipino artist and an urban oasis for the Filipino people.”
The CCP Complex is an 88 hectare property of reclaimed land along Roxas Boulevard fronting Manila Bay. This ideal location, plus the more than two kilometers of waterfront areas make the CCP a prime land for cultural and commercial development.
The reclamation of this property came in several stages beginning in 1960 until its completion in the late 1970’s. Engineering studies have indicated that all areas of the reclamation have fully settled and are ready for development. Of the 88 hectares, the CCP owns a total of 62.4 hectares (71%) while the remaining 25.5 hectares (29%) are owned and managed by other government agencies (the Sofitel, Coconut Palace and Gloriamaris Restaurant by the GSIS; the PICC by the Bango Sentral ng Pilipinas; and Star City by the Privatization and Management Office.

The CCP Complex is part of the entire Boulevard 2000 property which covers approximately 1,500 hectares of reclaimed land along the southern coast of Manila Bay. The Boulevard 2000 plan designates the CCP Complex as the Arts and Entertainment section.
In 2002, the CCP bidded out the services for the formulation of the CCP Complex Master Development Plan. Of the ten (10) qualified local and international firms led by the Planning Resources and Operations Systems, Inc. (PROS) won the bid. Working closely with the CCP Board and Management during the past year, PROS formulated the master plan with the following objectives set by the CCP:
- To develop the CCP Complex as a center for arts and culture in Asia and the centerpiece of artistic expression of the Filipino soul and spirit;
- To maximize the income potentials of CCP’s real properties;
- To encourage private sector participation in the development of the CCP Complex;
- To promote private and public activities in the CCP Complex.
In 2004, PROS completed and submitted the CCP Master Development Plan including research, studies and recommendations on the following:
- Approach and Methodology
- The Regional Setting of the CCP
- Existing Site Conditions
- Potentials and Challenges
- The Master Plan
- Access and Circulation Strategies
- Engineering Studies
- Environmental Management Plan
- The Business Plan
- Program of Implementation Design Guidelines and Standards
Out of the 62.4 hectare CCP property within the Complex, the developable area totals 57.8 hectares. This does not include the land area on which the CCP Main Building and Production Design Center are presently located. The development will utilize the following land use area allocation:

The plan shall balance the aesthetic, business, commercial and cultural objectives of the CCP. Towards this end, the following conceptual framework will be adopted:
- The developed CCP Complex will be oriented towards the sea, and the Philippines’ Archipelago qualities will be evoked.
- Business will not be sacrificed to Aesthetics. Aesthetics will not be sacrificed to Business.
- The development will deliver an egalitarian social vision.
- The arts will be given ample context for multi?disciplinary interaction, moreover, artists will live and/or work with Filipinos doing other kinds of work.
- The CCP will be an integral part of the life of the Metropolis. The land use strategy will utilize the cluster or precinct approach to urban planning. Each cluster shall be treated as a microcosm of the whole.

CULTURAL CENTER OF THE PHILIPPINES
INVITATION TO APPLY FOR ELIGIBILITY AND TO SUBMIT A LEASE PROPOSAL FOR ASSET DEVELOPMENT PROGRAM
The Cultural Center of the Philippines (CCP) is inviting interested proponents to participate in CCP’s Asset Development Program (CCP ADP) in accordance with the Master Development Plan. The ADP involves the long term lease and the development, operation and maintenance of 46.7 hectares of properties within the 62.4 hectares of CCP Complex.
Interested proponents must submit their Letters of Interest (“LOI”) to CCP together with a non-refundable fee of Php 25,000.00 for the purchase of the Eligibility Documents. Those found to be eligible by the CCP Bids and Awards Committee for ADP (CCP BAC for ADP) must thereafter purchase the Information Kit for a non-refundable fee of P75,000.00. The Information Kit includes the Terms of Reference (TOR) for the ADP that outlines among others, the requirements that will enable proponents to participate in the ADP.
CCP BAC for ADP shall start accepting LOIs and payments for the Eligibility Documents by January 22, 2017. The deadline for submission of the LOI and the payment for the Eligibility Documents shall be until 5:00 p.m. of February 24, 2017. Deadline for submission of Required Eligibility Documents (REDs) shall be at 2:00 p.m. of March 10, 2017.
Only those found eligible shall be allowed to purchase the Information Kit. All payments should be in the form of cash or Manager’s check issued by a branch of a universal or commercial bank operating within Metro Manila. If payment is by Manager’s check, the check should be made payable to “Cultural Center of the Philippines”.
CCP will hold preliminary meetings/conferences with interested proponents individually, or as a group, to discuss the eligibility requirements and other clarifications. Only interested proponents who have submitted their LOIs and payments for the Eligibility Documents shall be allowed to attend the scheduled meeting or conference, and they shall be informed of this schedule through their contact numbers.
